C. Sidewalk Gap Closure - Delta Avenue from Mission Drive to Wells Street Project -\nProject No. 21029 — Adopt Resolution No. 2023- 11 to Authorize the City Manager\nto Execute a Program Supplemental Agreement with Caltrans\nAs part of the City' s Fiscal Year 2022- 23 Capital Improvement Program,\nthe City Council approved the Safe Routes to School — Sidewalk Gap Closure —\nDelta Avenue from Mission Drive to Wells Street Project. The City received grant\nfunds from the Caltrans Active Transportation Program ( ATP) in the amount of\n1, 100, 000. In conformance with the grant requirements and to expend the grant\nfunds, the City Council must adopt a resolution designating the City Manager as the\nauthorized official to execute a Program Supplemental Agreement with Caltrans.\nRecommendation: That the City Council take the following actions:\n1. Adopt Resolution No. 2023- 11, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, TO AUTHORIZE THE CITY\nMANAGER TO EXECUTE A PROGRAM SUPPLEMENTAL\nAGREEMENT WITH CALTRANS ON BEHALF OF CITY OF\nROSEMEAD FOR SIDEWALK GAP CLOSURE - DELTA\nAVENUE FROM MISSION DRIVE TO WELLS STREET\nPROJECT;\n3\n2. Find that the proposed work involves the rehabilitation of an existing public\nfacility; therefore, the project is Class 1 Categorically Exempt pursuant to the\nCalifornia Environmental Quality Act.
