C. CONSIDERATION OF A RESOLUTION TO APPROVE A SUBSTANTIAL AMENDMENT TO THE 2024-2025 ANNUAL ACTION PLAN FOR EXPENDITURES OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Public Hearing regarding the Substantial Amendment to the Action Plan for Fiscal Year 2024-2025. This action is taken in compliance with federal regulations [24 CFR 91]. Adopt Resolution No 24-198, which will: 1. Approve and adopt the Substantial Amendment to the 2024-2025 Annual Action Plan acknowledging the new Americans with Disabilities Act (ADA) restroom project at the San Clemente Community Center, which utilizes Community Development Block Grant Funds. 2. Authorize the City Manager to submit the Substantial Amendment to the 2024-2025 Annual Action Plan to the Department of Housing and Urban Development (HUD) and execute related HUD contracts, agreements, forms, and certifications.
