12. Approve a contract with De Novo Planning Group to prepare an update to the General Plan\nSafety Element, prepare an Environmental Justice Addendum, update the Local Hazard\nMitigation Plan, and prepare the accompanying CEQA documents in an amount not to exceed\n$205,469 (Project: PLN22-0043; Comprehensive General Plan Update) (Strategic Plan Item 3-\nIESD)\nCITY RECOMMENDATION: 1. Approve an Agreement with De Novo Planning Group to\nprepare an update to the General Plan Safety Element, prepare an Environmental Justice\nAddendum, update the Local Hazard Mitigation Plan, and prepare the accompanying CEQA\ndocuments in the amount of $186,790 including a 10% contingency in the amount of $ 18,679,\nfor a total not to exceed contract amount of $205,469; 2. Authorize the City Manager or his\ndesignee to execute the agreement including minimal and and/or non-substantive changes; and\n3. Approve an additional appropriation from the General Fund (001) in the amount of $85,569\nand the General Plan Maintenance Fund (263) in the amount of $119,900 to the appropriate\nexpenditure accounts for this project.
