7.7 CERTIFICATION, REVIEW, AND GRANTING OF UTILITY USER'S TAX EXEMPTIONS\nFOR CALENDAR YEAR 2024\nComments:\nIn November 1990, the City Council adopted Ordinance No. 1352 establishing a Utility\nUser's Tax on water, electricity, gas, and telephone services. In addition, the City Council\nadopted Resolution No. 90 -191 (Exhibit " A"), implementing a schedule for levying the\nUtility User's Tax and establishing certain exemptions from the Tax. Section 5, Resolution\nNo. 90 -191, states that the Tax Administrator for the City, currently the Finance Director,\nshall review and certify the eligibility of each applicant for waiver of the Utility Users' Tax.\nAll certifications also require City Council approval. On November 4, 2008, voters\napproved and ratified the City's Utility User's Tax (UUT) at a reduced rate of 9% from the\nprevious rate of 10%. The voters also approved the update of the City's Ordinance based\non changes in laws and technology that occurred since 1990. However, the existing\nexemptions were maintained. (FIN)\nRecommendation:\nStaff recommends that the City Council review and approve the attached resolution\nentitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAPPROVING THE CERTIFIED LIST OF UTILITY USER'S TAX EXEMPTIONS FOR THE\nPERIOD OF JANUARY 1, 2024 THROUGH DECEMBER 31, 2024, AND GRANTING\nEXEMPTIONS TO THE INDIVIDUALS ON THE CERTIFIED LISTS."
