7.3 SECOND QUARTER FINANCIAL REPORT, FISCAL YEAR 2023-24\nComments:\nThe Finance & Administration Department has prepared the attached quarterly financial\nstatus report for the City of Lynwood's General Fund. The quarterly report provides a brief\noverview of the City finances as it pertains to the General Fund for quarter ending\nDecember 31, 2023. A brief explanation is included along with Revenue and Expenditures\nactual activity. (FIN)\nRecommendation:\nStaff recommends that the City Council receive and file this report.

7.4 APPROVAL OF SPECIAL EVENT PERMIT – CIRCO HERMANOS CABALLERO\nComments:\nStaff recommends that the City Council consider the approval of a Special Permit for\nCirco Hermanos Caballero for the operation of a circus at 3000 East Imperial Highway\nfrom May 8, 2024 through June 5, 2024. (CD)\nRecommendation:\nStaff recommends that the City Council approve a Special Permit for Circo Hermanos\nCaballero for the operation of a circus at 3000 East Imperial Highway from May 8, 2024\nthrough June 5, 2024, contingent upon the payment of all required fees. Specific event\nactivities are as follows.

7.5 FIRST AMENDMENT TO BOWMAN INFRASTRUCTURE ENGINEERS FOR ON-CALL\nPROFESSIONAL ARCHITECTURAL SERVICES\nComments:\nThe City of Lynwood released a formal Request for Qualifications for On-Call Professional\nEngineering Services. On December 19, 2023 City Council awarded nine (9) contracts\nfrom various qualified companies to provide general engineering, traffic engineering,\nutilities engineering and architectural services. After further review, staff is recommending\nto award Bowman Infrastructure Engineers with On-Call professional architectural\nservices. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE FIRST AMENDMENT TO THE ON-CALL GENERAL ENGINEERING SERVICES\nCONTRACT WITH BOWMAN INFRASTRUCTURE ENGINEERS TO ADD ON CALL\nPROFESSIONAL ARCHITECTURAL SERVICES AND AUTHORIZING THE MAYOR TO\nEXECUTE THE AGREEMENT AMENDMENT.”

7.6 FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH HDL FOR\nBUSINESS LICENSE SERIVCES\nComments:\nStaff recommends that the City Council consider authorizing the First Amendment to\nProfessional Services Agreement with HdL for Business License Services. (CD)\nRecommendation:\nStaff recommends that the City Council adopt the following resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF\nLOS ANGELES, STATE OF CALIFORNIA AUTHORIZING THE FIRST AMENDMENT TO\nPROFESSIONAL SERVICES AGREEMENT WITH HDL FOR BUSINESS LICENSE\nSERVICES”

7.7 CERTIFICATION, REVIEW, AND GRANTING OF UTILITY USER'S TAX EXEMPTIONS\nFOR CALENDAR YEAR 2024\nComments:\nIn November 1990, the City Council adopted Ordinance No. 1352 establishing a Utility\nUser's Tax on water, electricity, gas, and telephone services. In addition, the City Council\nadopted Resolution No. 90 -191 (Exhibit " A"), implementing a schedule for levying the\nUtility User's Tax and establishing certain exemptions from the Tax. Section 5, Resolution\nNo. 90 -191, states that the Tax Administrator for the City, currently the Finance Director,\nshall review and certify the eligibility of each applicant for waiver of the Utility Users' Tax.\nAll certifications also require City Council approval. On November 4, 2008, voters\napproved and ratified the City's Utility User's Tax (UUT) at a reduced rate of 9% from the\nprevious rate of 10%. The voters also approved the update of the City's Ordinance based\non changes in laws and technology that occurred since 1990. However, the existing\nexemptions were maintained. (FIN)\nRecommendation:\nStaff recommends that the City Council review and approve the attached resolution\nentitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAPPROVING THE CERTIFIED LIST OF UTILITY USER'S TAX EXEMPTIONS FOR THE\nPERIOD OF JANUARY 1, 2024 THROUGH DECEMBER 31, 2024, AND GRANTING\nEXEMPTIONS TO THE INDIVIDUALS ON THE CERTIFIED LISTS."

7.8 SiFi NETWORK'S PROPOSAL TO TRENCH USING AN 'E-DESIGN' WITHIN THE CITY\nOF LYNWOOD\nComments:\nOn February 21, 2024, the City had an Ad-hoc meeting to discuss a proposed change to\nthe trenching method SiFi Networks is requesting to use within the City of Lynwood.\nInstead of trenching on both sides of the street detailed in the Development Agreement,\nthey are proposing an ‘E Design’ where they trench on one side of the street and cut\nacross the street to reach homes on the other side. This would occur in approximately\n70% of the streets. The perpendicular cuts would occur every two houses.\nThe Ad-hoc committee decided against the use of the E-Design method due to the\nunforeseen problems caused by the lateral cuts that would occur on many of the newly\npaved streets. (IT)\nRecommendation:\nStaff recommends that the City Council adopt the resolution entitled; "A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR\nOR DESIGNEE TO DENY SIFI NETWORK’S PROPOSAL TO TRENCH USING AN ‘E-\nDESIGN’ WITHIN THE CITY OF LYNWOOD."

8.1 ACCEPTANCE OF 2024 DODGERS DREAMTEAM YOUTH BASEBALL/SOFTBALL\nGRANT PROGRAM AGREEMENT\nComments:\nThe Recreation & Community Services Department applied for grant funding from the Los\nAngeles Dodgers Foundation (LADF). Approval would allow the City to continue its\npartnership as a Dodgers Dreamteam affiliate youth baseball and softball program. The\nLADF has notified staff that its application was successful and the partnership will\ncontinue for the 2024 Lynwood Youth Baseball & Softball (LYBS) seasons. Staff is\nrequesting that the City Council formally accept the grant through adopted Resolution.\n(REC)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled, “A\nRESOLUTION OF THE LYNWOOD CITY COUNCIL APPROVING AN AGREEMENT\nWITH THE LOS ANGELES DODGERS FOUNDATION FOR THE 2024 DODGERS\nDREAMTEAM LYNWOOD YOUTH BASEBALL & SOFTBALL PROGRAM.”

8.2 MOTOROLA AUTOMATED LICENSE PLATE READER CAMERA PROJECT\nCOMPLETION\nComments:\nThe Los Angeles Sheriff’s Department is wrapping up implementation of the Automated\nLicense Plate Reader cameras. 18 of 20 cameras have been deployed. One of the\ncameras on Long Beach Blvd/105 Freeway was vandalized and stolen and will be\nreplaced. (IT)\nRecommendation:\nStaff recommends that the City Council receive and file.
