1. FIRST READING OF AN ORDINANCE TO AMEND TITLE 13 OF THE 25-199 COSTA MESA MUNICIPAL CODE PERTAINING TO ACCESSORY DWELLING UNITS TO CONFORM TO RECENT REVISIONS TO STATE LAW (CODE AMENDMENT PCTY-24-0002) RECOMMENDATION: The Planning Commission recommends the City Council adopt the revisions to the City’s Accessory Dwelling Unit (ADU) provisions to reflect recent State laws and respond to comments from the California Department of Housing and Community Development (HCD). Therefore, staff recommends the City Council introduce for first reading, by title only, Ordinance No. 2025-XX approving Code Amendment PCTY-24-0002, amending Title 13 of the Costa Mesa Municipal Code (CMMC) pertaining to ADUs to conform to recent revisions to State law.
