6. COSTA MESA POLICE DEPARTMENT FLOOR REPLACEMENT 25-201\nPROJECT, CITY PROJECT NO. 24-05\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Award a Public Works Agreement (PWA) in the amount of $335,000 to\nInterior Resources, Inc., 1761 Reynolds Ave., Irvine, CA 92614 to refloor the\ninterior of the Costa Mesa Police Department building.\n2. Authorize an additional ten percent (10%) contingency in the amount of\n$33,500 as needed for any unforeseen costs related to the project.\n3. Authorize the City Manager and City Clerk to execute the PWA and any\nfuture amendments to the agreement within Council authorized limits.

1. FIRST READING OF AN ORDINANCE TO AMEND TITLE 13 OF THE 25-199\nCOSTA MESA MUNICIPAL CODE PERTAINING TO ACCESSORY\nDWELLING UNITS TO CONFORM TO RECENT REVISIONS TO\nSTATE LAW (CODE AMENDMENT PCTY-24-0002)\nRECOMMENDATION:\nThe Planning Commission recommends the City Council adopt the revisions to\nthe City’s Accessory Dwelling Unit (ADU) provisions to reflect recent State laws\nand respond to comments from the California Department of Housing and\nCommunity Development (HCD). Therefore, staff recommends the City Council\nintroduce for first reading, by title only, Ordinance No. 2025-XX approving Code\nAmendment PCTY-24-0002, amending Title 13 of the Costa Mesa Municipal\nCode (CMMC) pertaining to ADUs to conform to recent revisions to State law.

Find the project is categorically exempt from the California Environmental\nQuality Act (CEQA) per CEQA Guidelines Section 15332 (Class 32), In-Fill\nDevelopment Projects.\n2. Approve the Affordable Housing / Disposition and Development Agreement\n(AH/DDA) (including a Regulatory Agreement) and Ground Lease, subject to\nsuch non-substantive changes as may be approved by the City Manager and\nCity Attorney.\n3. Approve the Master Plan (PMAP-24-0001) with Density Bonus, and Tentative\nParcel Map 2023-160.
