8C. Award a Construction Contract and to Appropriate\n$23,051 for the Wales Drive - Crest Drive Emergency\nAccess Gate Project (CS23E). Environmental\nConsiderations: The action being considered by the\nCity Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is defined\nas an Emergency Project under Section 15269 of\nCEQA Guidelines. The project involves emergency\nrepairs to publicly owned services facilities necessary\nto maintain service essential to the public health, safety\nor welfare. Contact Person: Engineer II Stryker\nRecommended Action: 1) Authorize the City Manager,\nor designee, to execute a contract in substantial form,\nand any necessary amendments and time extensions,\nin consultation with the City Attorney, with Quality\nConstruction & Engineering, Inc. in the amount of\n$78,274 plus 15 percent contingency of $11,740 for a\ntotal not-to-exceed construction contract amount of\n$90,014 including any future contract amendments and\ntime extensions to construct the Wales Drive - Crest\nDrive Emergency Access Gate Project (CS23E); and 2)\nAdopt City Council Resolution No. 2024-26, titled, "A\nResolution of the City Council of the City of Encinitas,\nCalifornia, Amending the Fiscal Year 2023-2024\nBudget" to appropriate $23,051 to the Wales Drive -\nCrest Drive Emergency Access Gate Project (CS23E).\n2024-03-20 Item 08C Bid Award for Crest Drive - Wales\nDrive Emergency Gate (CS23E)
