8) CONSIDERATION OF PROFESSIONAL SERVICES AGREEMENT WITH RINCON ENVIRONMENTAL LLC FOR LOCAL ENFORCEMENT AGENCY REGULATORY COMPLIANCE SERVICES It is recommended that the City Council authorize the City Manager to execute the Professional Services Agreement with Rincon Environmental LLC for Local Enforcement Agency (LEA) regulatory compliance services for a term of five (5) years, commencing July 1, 2025 and ending June 30, 2030, with an annual compensation amount not to exceed $75,000, in such final form as approved by the City Attorney.
