6.1 DECLARATION OF RESTRICTIVE COVENANTS FOR 38 COLONIAL WAY AND 89 PLAYA CIRCLE Recommended Action: 1. Find that the proposed actions are not a “project” subject to the California Environmental Quality Act (“CEQA”); 2. Approve a restrictive covenant for 38 Colonial Way related to affordable housing and authorize the City Manager to take all necessary steps to execute and record said covenant; and 3. Approve a restrictive covenant for 89 Playa Circle related to affordable housing and authorize the City Manager to take all necessary steps to execute and record said covenant.
