21. ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF SENIOR CENTER BASEMENT REMODEL AT 115 S. TAYLOR AVENUE (CP 925) AND AUTHORIZE BID ADVERTISEMENT RECOMMENDATION: It is recommended that the City Council: 1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption under the California Environmental Quality Act (CEQA); and 2. Approve Level of Environmental Review Determination via the National Environmental Policy Act (NEPA): Categorically Excluded per 24 CFR 58.35(a), and subject to laws and authorities at §58.5: (3) Rehabilitation of buildings and improvements; and 3. Adopt the completed plans and specifications for the Senior Center Basement Remodel at 115 S. Taylor Avenue Capital Project No. 925; and 4. Authorize staff to proceed with solicitation of bids for construction; and 5. Take such additional, related action that may be desirable.
