REPORT FROM ROWE POLICY MEDIA\nReport from the Department’s consultant, Rowe Policy Media, regarding an on-going study to\nunderstand the impact of the City’s progressive enforcement strategies on the market, individuals\ninvolved in unlicensed activity, and property owners permitting such activity. The study will include\nenforcement data analysis and a review of enforcement actions taken by city departments and other\ncounty and state agencies that oversee licensed and unlicensed commercial cannabis activity.\nResearchers are, inventorying and assessing the effectiveness of current enforcement tools, mapping\ninteragency enforcement processes, stakeholder insights on barriers to legal market entry and\nperceptions of enforcement.
