RESOLUTION NO. - Award of three (3)-year Contract to tk/Communications, LLC: Covering professional executive media training services and crisis communications support for Los Angeles World Airports, for cost not to exceed $450,000\nPURPOSE: The proposed contract aims to equip Los Angeles World Airports (LAWA) executives with the necessary skills and techniques to navigate media interactions effectively, respond to emergency events, enhance communication strategies, and uphold a positive public image. The contract will also assist LAWA staff to help them manage crisis communications.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that, pursuant to Charter Section 371 (e)(2), competitive bidding for the professional services would not be practicable or advantageous; further find that, pursuant to City Administrative Code Section 10.15 (a)(2), the nature of the services to be provided under the contract include expert, technical and/or special services of temporary and occasional character for which a competitive bidding process is not practical or advantageous; further find that the Request for Proposals process used in the competitive award process satisfies the requirements of Administrative Code Section 10.17 and is compatible with the City's interests; approve Award of Contract to tk/Communications, LLC; and authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO. - One (1)-year Contract with Sharp Electronics Corporation: By joining City of Los Angeles Department of Water and Power Contract 01885, covering managed print services (multi-function photocopiers) for Los Angeles World Airports, for cost not to exceed $550,000\nPURPOSE: The purpose of the request is to join Los Angeles Department of Water and Power Contract 01885 with Sharp Electronics Corporation for a one (1)-year contract, in a not-to-exceed amount of $550,000, to provide managed print services (multi-function photocopiers) to support daily operations at Los Angeles International Airport and Van Nuys Airport. RESOLUTION NO. - Five (5)-year Contract with the County of Los Angeles: With a five (5)-year renewal option, covering pest control services at Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $2,800,000\nPURPOSE: The purpose of the action is to establish a five (5)-year contract, with a five (5)-year renewal option, with the County of Los Angeles for pest control services at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY) for bee control and pest and rodent abatement throughout the Air Operations Area (AOA), fields, and other landscaped areas located within LAX and VNY, to mitigate wildlife and bird strikes on the AOA, and to protect the health and safety of employees and guests.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; approve the Contact with the County of Los Angeles; and authorize the Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO. - Three (3)-year Contract with Loyola Marymount University: Covering support and advisory services in inclusivity-related data analysis, interpretation, and management practices, including revising the Los Angeles World Airports Gap and Equity Study as needed, to reflect corrected/updated datasets, for cost not to exceed $300,000\nPURPOSE: The purpose of the requested contract award to Loyola Marymount University through The Thomas and Dorothy Leavey Center for the Study of Los Angeles (StudyLA) are to revise the Los Angeles World Airports (LAWA) Gap and Equity Study as needed, to reflect corrected/updated datasets and support and advise LAWA in its efforts to ensure that actions to increase economic parity are informed by accurate datasets, analysis, and interpretation. RESOLUTION NO. - Second Amendment to Service Authorities 4700002145 with Cinnabar dba Cinnabar California Inc. and 4700002146 with Curatorial Inc.: To extend their respective terms by twelve (12) months, covering on-call art handling services for Los Angeles World Airports\nPURPOSE: Staff requests approval of Second Amendment to two (2) on-call art handling services contracts to extend each term by twelve (12) months, for a total of three (3) years. There shall be no increase in the not-to-exceed amount for Service Authority 4700002145 with Cinnabar California Inc. with a contract total of $240,000; and there shall be no increase in the not-to-exceed amount for Service Authority 4700002146 with Curatorial Inc. with a contract total of $300,000. RESOLUTION NO. - Change Order 6 to Contract DA-5507 with Hensel Phelps Construction Co.: To provide the Transportation Security Administration Checked Baggage Inspection System with safety improvement scope on the Terminal 5 Computer Tomography X-ray Recapitalization Project at Los Angeles International Airport, in amount of $1,055,669, for total contract value of $218,364,205\nPURPOSE: The action requests approval to execute Change Order 6 to the Hensel Phelps Construction Co. contract that will enable Los Angeles World Airports to add Transportation Security Administration (TSA) Checked Baggage Inspection System safety improvement scope to the replacement of aging Computer Tomography X-ray machines in Terminal 5 as part of the TSA recapitalization program.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f and Article III, Class 1 (1) of the Los Angeles City CEQA Guidelines; approve Change Order 6 to Contract DA-5507 with Hensel Phelps Construction Co.; further approve an increase in the project baseline budget of $1,055,669, bringing the new budget to $46,437,041, to include Los Angeles World Airports' Owner Contingency and other soft costs; further approve appropriation of $1,055,669 for the project, bringing the total not-to-exceed appropriations for the project to $46,437,041; and authorize the Chief Executive Officer, or designee, to execute said Change Order 6 after approval by the Los Angeles City Council. RESOLUTION NO. - Amendments to certain In-Terminal Concession Agreements with Areas USA LAX LLC, Crews Hospitality LLC, DN/Dakota JME, Host International Inc., and Hudson Group: To extend their respective terms thru June 30, 2029 and require certain refurbishments be completed within the first year of the extended term, covering concessions in Terminals 4, 5, 7 and 8 at Los Angeles International Airport\nPURPOSE: Staff request approval to amend the In-Terminal Concession Agreements in Terminals 4, 5, 7 and 8 at Los Angeles International Airport to extend their respective terms by four (4) years from June 30, 2025, to June 30, 2029. Extending said agreements will postpone replacement of all concession locations in those facilities until after the 2026 FIFA World Cup and 2028 Summer Olympic and Paralympic Games. Deferring the concession program redevelopment will provide guests access to consistent offerings that would otherwise be impacted if the concession program was redeveloped during that period.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1 (18)(c) of the Los Angeles City CEQA Guidelines; find that use of competitive bidding for four (4)-year extensions to the In-Terminal Concession Agreements in Terminals 4, 5, 7 and 8 would be undesirable and impractical under Section 10.15 (a)(10) of the City of Los Angeles Administrative Code and Section 371 (e)(10) of the Los Angeles City Charter; approve the Amendments to the In-Terminal Concession Agreements, listed in Attachment 1 to the staff report; and authorize the Chief Executive Officer, or designee, to execute said Amendments to the In-Terminal Concession Agreements, listed in Attachment 1 to the staff report, after approval as to form by the City Attorney and approval by the Los Angeles City Council. REPORT FROM ROWE POLICY MEDIA\nReport from the Department’s consultant, Rowe Policy Media, regarding an on-going study to\nunderstand the impact of the City’s progressive enforcement strategies on the market, individuals\ninvolved in unlicensed activity, and property owners permitting such activity. The study will include\nenforcement data analysis and a review of enforcement actions taken by city departments and other\ncounty and state agencies that oversee licensed and unlicensed commercial cannabis activity.\nResearchers are, inventorying and assessing the effectiveness of current enforcement tools, mapping\ninteragency enforcement processes, stakeholder insights on barriers to legal market entry and\nperceptions of enforcement.
