8G. City Council use agreement extension for the Jewish Family Services (JFS) Safe Parking Program located at the Encinitas Community and Senior Center at 1140 Oakcrest Park Drive. Environmental Considerations: The California Environmental Quality Act (CEQA) does not apply to actions taken by the City to allow for a homeless shelter allowed by Government Code Section 8689. Additionally, this action is exempt pursuant to CEQA Guidelines Section 15060 (c)(2) since this action will not result in a direct or reasonably foreseeable indirect physical change in the environment and is also exempt pursuant to CEQA Guidelines Section 15304, and the exceptions as set forth in CEQA Guidelines Section 15300.2 do not apply.
