4.14 FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH ATLAS PLANNING SOLUTIONS TO PROVIDE UPDATE THE SAFETY ELEMENT Recommended Action: Approve and authorize the City Manager to execute the First Amendment to the professional services agreement with Atlas Planning Solutions for the Safety Element update, increasing compensation by $28,515 for a total of $69,350, and extending the agreement term to June 30, 2026.
