23. City Council: Staff recommends that the City Council accept $1,835,000 25-826 in grant funds from the California Coastal Commission and appropriate these funds to the grant fund account per Resolution 24-R0588-1; approve Amendment 2 to the Professional Services Agreement with GHD Inc., in the amount of $1,630,000, for a total revised contract price of $4,918,790, for the Phase 2 Sand Nourishment and Retention Pilot Project (RE:BEACH), which is funded by the grant; approve donated funds from Resilient Cities Catalyst; authorize the creation of a limited term full-time Management Analyst position and an hourly extra help Consulting Assistant position to support coastal management using grant and donated funds; and authorize the City Manager to execute the amendment upon receipt of all supporting documents. These recommendations do not require the use of City General Funds; all associated costs discussed herein are fully covered by an external grant and donated funds.
