5. REJECTION OF BIDS FOR POOL MAINTENANCE SERVICES FOR THE HONORABLE JOHN J.\nKENNEDY AND VILLA PARKE POOLS (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the action proposed in the agenda report to be statutorily exempt from the California\nEnvironmental Quality Act (CEQA) in accordance with Public Resources Code Section 21080(b)(5) and California\nCode of\nRegulations Title 14, Chapter 3, Article 18, Section 15270 as a project that a public agency rejects or\ndisapproves; and\n(2) Reject all bids received on January 9, 2024, in response to the Notice Inviting Bids for pool\nmaintenance services for the Honorable John J. Kennedy and Villa Parke pools.
