AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT FOR $164,885 WITH COLLEGIATE\nPROMOTIONS INC., FOR STAFF AND YOUTH PROGRAMMING UNIFORMS FOR THE PARKS,\nRECREATION\nAND COMMUNITY SERVICES DEPARTMENT (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3) and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2) Authorize the City Manager to enter into a contract, as a result of competitive bidding, as specified by\nSection 4.08.045 of the Pasadena Municipal Code, for staff and youth programming uniforms with Collegiate\nPromotions\nInc., in an amount not-to-exceed $98,931 for a three-year contract with two one-year extension options\nsubject to the approval of the City Manager. If all options are exercised, the total contract value is $164,885.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A PURCHASE ORDER WITH LOS ANGELES\nTRUCK CENTERS, LLC DBA VELOCITY VEHICLE GROUP FOR THE PURCHASE OF SIX AUTOMATED\nSIDE\nLOADER REFUSE PACKERS, AND ONE REAR END LOADER FOR A TOTAL OF $3,310,403 AND\nWITH PB LOADER FOR THE PURCHASE OF ONE UTILITY TRUCK FOR $91,630 FOR A GRAND TOTAL OF\n$3,402,033 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action in the agenda report is exempt under the California Environmental Quality Act\n(CEQA) in accordance with Section 15061(b)(3), “Common Sense” exemption that CEQA only applies to projects\nthat may\nhave an effect on the environment;\n(2) Authorize the City Manager to enter into a purchase order with Los Angeles Truck Centers, LLC dba\nVelocity Vehicle Group for the purchase of six Renewable Compressed Natural Gas (RCNG) automated side\nloader refuse\npackers, and one RCNG rear end loader for a total of $3,310,403. Competitive bidding is not required\npursuant to City Charter Section 1002(H) contracts with other governmental entities or their contractors;\n(3) Authorize the City Manager to enter into a purchase order with PB Loader for the purchase of one all\nelectric utility truck for a total of $91,630. Competitive bidding is not required pursuant to City Charter Section\n1002(H)\ncontracts with other governmental entities or their contractors; and\n(4) Grant the proposed purchase orders an exemption from the Competitive Selection process pursuant\nto Pasadena Municipal Code Section 4.08.049(9) contracts for which the City's best interests are served.

REJECTION OF BIDS FOR POOL MAINTENANCE SERVICES FOR THE HONORABLE JOHN J.\nKENNEDY AND VILLA PARKE POOLS (PRCS Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the action proposed in the agenda report to be statutorily exempt from the California\nEnvironmental Quality Act (CEQA) in accordance with Public Resources Code Section 21080(b)(5) and California\nCode of\nRegulations Title 14, Chapter 3, Article 18, Section 15270 as a project that a public agency rejects or\ndisapproves; and\n(2) Reject all bids received on January 9, 2024, in response to the Notice Inviting Bids for pool\nmaintenance services for the Honorable John J. Kennedy and Villa Parke pools.

CONTRACT AWARD TO PENHALL COMPANY TO FURNISH LABOR AND EQUIPMENT FOR THE SAW\nCUTTING OF CONCRETE AND ASPHALT PAVEMENT FOR AN AMOUNT NOT-TO-EXCEED $2,859,032 FOR\nTHE WATER AND POWER DEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not considered a "project'' per Section 21065 of\nthe California Environmental Quality Act ("CEQA") and is therefore not subject to CEQA review pursuant to\nSections 15060\nc)(2), 15060(c)(3), and 15378 of the CEQA Guidelines; as such, no environmental document pursuant to\nCEQA is required for the action; and\n(2) Accept the bid dated January 30, 2024, submitted by Penhall Company (“Penhall”) in response to\nspecifications for Project ID 2023-IFB-LM-923 to furnish labor and equipment for the saw cutting of concrete and\nasphalt\npavement; authorize the City Manager, or his designee, to enter into a contract with Penhall for an amount\nnot-to-exceed $2,859,032, which includes the base contract amount of $1,786,895, or five years, whichever\ncomes first, and\nan option for three additional one-year terms at $357,379 per year, at the discretion of the City Manager.

CONTRACT AWARD TO PROPATH INC., TO PROVIDE ONE-STOP OPERATOR SERVICES IN AN\nAMOUNT NOT-TO-EXCEED $165,000 FOR UP TO FOUR YEARS (City Manager’s Office)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is not a project subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the\nState\nCEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2) Accept the bid dated September 24, 2023 submitted by Propath Inc., in response to project\nspecifications for One-Stop Operator Services; reject all other bids received; authorize the City Manager to enter\ninto a two-year\ncontract not-to-exceed $82,500, which includes the base contract amount of $75,000 and a contingency of\n$7,500 to provide for any necessary change orders; and authorize the City Manager to extend the contract for up\nto two\nyears, by two one-year optional extensions, each not-to-exceed $37,500 (including contingency amount of\n$3,750), subject to the approval of the City Manager, for a maximum total contract amount of $165,000 over a\nmaximum\ncontract length of four years.

CONTRACT AWARD TO IOPREDICT INC., FOR TESTING AND ASSESSMENT SERVICES FOR AN\nAMOUNT NOT-TO-EXCEED $250,000 OVER FIVE YEARS (City Manager’s Office)\nRecommendation: It is recommended that the City Council:\n(1) Find that actions proposed in the agenda report is exempt from the California Environmental Quality\nAct (CEQA) pursuant to CEQA guidelines Section 15061(b)(3) “Common Sense” exemption;\n(2) Authorize the City Manager to enter into a contract, as a result of competitive selection process\nspecified by Section 4.08.047 of the Pasadena Municipal Code, with ioPredict Inc., for Testing and Assessment\nServices for a\ntotal not-to-exceed $150,000 over a three-year term; authorize the City Manager to extend the contract for\nup to two years by two optional one-year extension periods not-to-exceed $50,000, for a maximum contract\namount of\n$250,000 over a maximum contract length of five years.
