4. RESOLUTION OPPOSING INITIATIVE NO. 21-0042A1, THE TAXPAYER\nPROTECTION AND GOVERNMENT ACCOUNTABILITY ACT – F2M24-19, R2M24-10\nOn January 4, 2022, the California Business Roundtable filed the “Taxpayer Protection\nand Government Accountability Act” (Initiative No. 21-0042A1). On February 1, 2023, the\n3\n3-25-24\nmeasure qualified for the November 2024 ballot. If passed, the Taxpayer Protection and\nGovernment Accountability Act amends the California Constitution with provisions that\nlimit voters' authority and input, adopts new and stricter rules including 2/3 voter approval\nfor raising taxes and fees, and makes it more difficult to impose fines and penalties for\nviolating state and local laws. The measure will have significant negative impacts on local\ngovernment operations and core service delivery, and will put valuable local government\ntax and fee revenues at risk statewide. The proposed constitutional initiative is sponsored\nby the California Business Roundtable.\nRecommended Action: City Council adopt Resolution No. R2M24-10 entitled: A\nResolution of the City Council of the City of Alhambra opposing Initiative 21-0042A1, the\nTaxpayer Protection and Government Accountability Act; and, direct staff to undertake the\nsteps necessary to finalize Council’s action.
