1. ANNUAL BOARDS AND COMMISSIONS APPOINTMENTS – F2M24-37\nThe terms of office for all members of the City’s various Boards and Commission expired\non March 25, 2024; therefore, it is appropriate for Councilpersons to appoint or reappoint\ntheir representatives at this time. With the exception of the Youth Commission, each\nrepresentative may serve for a maximum of eight consecutive terms of one year each.\nAppointments will be effective for a period commencing March 25, 2024 and ending March\n24, 2025.\nRecommended Action: The Mayor and each Councilperson shall announce his/her\nnew appointments to the Arts & Cultural Events Commission, Civil Service\nCommission/Board of Appeals, Design Review Board, Environmental Sustainability\nCommission, HCDA Citizen Advisory Committee, Historic Preservation Commission,\nHuman Relations Commission, Board of Library Trustees, Parks & Recreation\nCommission, Planning Commission, Transportation Commission, and Youth Commission\nwith each appointment to be effective for a period commencing March 25, 2024 and\nending March 24, 2025. Other than announcing names of new appointees, no action is\nrequired.

2. ALHAMBRA COMMUNITY CENTER DESIGN UPDATE – F2M22-65, M2M24-51\nOn November 13, 2023, the City Council provided staff direction to pursue the “Around\nthe Campfire” building design rendering for the purpose of completing the Environmental\nImpact Report (EIR) project description. In order to fall within the $25 million dollar project\nbudget, the proposed size of the community center must be reduced to 17,000 square\nfeet. Given the budget input and an adaptive re-use request from the Alhambra Historical\n2\n3-25-24\nSociety, the team produced four modified design solutions for a 17,000 square foot\ncommunity center (two 100% new build, and two adaptively reusing a portion of the\nexisting structure). The design team is also providing designs with the option to expand\ntheir square footage by approximately 4,000 square feet should there be additional funding\nin the future. Staff will present four options. The four designs include Scheme I. “Around\nthe Camp Fire”, Scheme II. “Overlooks,” Alternative I. “Flowscapes,” and Alternative II,\n“Connecting Gems.”\nRecommended Action: City Council provide staff direction and choose one of the\nfour Community Center building design options for completing the Environmental Impact\nReport (EIR) project description. Staff will present four options, two new building designs\nand two re-use designs. The four designs include Scheme I. “Around the Camp Fire”,\nScheme II. “Overlooks”, Alternative I. “Flowscapes”, and Alternative II, “Connecting\nGems”; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-51)\nCONSENT AGENDA (Item Nos. 3 – 9)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

3. AWARD CONTRACT: ALHAMBRA PARK BANDSHELL IMPROVEMENT PROJECT –\nF2M24-22, N2M24-18, C2M24-19, M2M24-49\nOn February 12, 2024, the City Council approved a Notice Inviting Bids (NIB) for the\nAlhambra Park Bandshell Project. On Thursday, March 14, 2024, the City Clerk received\nthree bids for the Project. The bids ranged from $85,000.00 (Sanz Construction, Inc.) to\n$178,360.00 (Newbuild Construction and Restoration, Inc.). State law requires all\ncontractors and sub-contractors be registered with the Department of Industrial Relations\n(DIR). Also, the NIB required proof of DIR registration upon submittal, however, State law\ndoes not require that a bid include the submittal of proof of DIR registration. Sanz\nConstruction, Inc, did not provide proof of DIR registration with its bid submittal, but staff\nwas able to verify the company’s status on the DIR website. Staff is recommending that\nthe proof of DIR registration submittal is waived and Sanz Construction, Inc., be awarded\nthe contract based on the lowest responsive bid.\nRecommended Action: City Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Sanz Construction Inc in the amount\nof $85,000.00 for the Alhambra Park Bandshell Project; determine the project is exempt\nfrom CEQA pursuant to CEQA guidelines section 15301; waive the requirement for proof\nof DIR registration with the bid submittal; and, direct staff to undertake the steps necessary\nto finalize the Council’s action. 4. RESOLUTION OPPOSING INITIATIVE NO. 21-0042A1, THE TAXPAYER\nPROTECTION AND GOVERNMENT ACCOUNTABILITY ACT – F2M24-19, R2M24-10\nOn January 4, 2022, the California Business Roundtable filed the “Taxpayer Protection\nand Government Accountability Act” (Initiative No. 21-0042A1). On February 1, 2023, the\n3\n3-25-24\nmeasure qualified for the November 2024 ballot. If passed, the Taxpayer Protection and\nGovernment Accountability Act amends the California Constitution with provisions that\nlimit voters' authority and input, adopts new and stricter rules including 2/3 voter approval\nfor raising taxes and fees, and makes it more difficult to impose fines and penalties for\nviolating state and local laws. The measure will have significant negative impacts on local\ngovernment operations and core service delivery, and will put valuable local government\ntax and fee revenues at risk statewide. The proposed constitutional initiative is sponsored\nby the California Business Roundtable.\nRecommended Action: City Council adopt Resolution No. R2M24-10 entitled: A\nResolution of the City Council of the City of Alhambra opposing Initiative 21-0042A1, the\nTaxpayer Protection and Government Accountability Act; and, direct staff to undertake the\nsteps necessary to finalize Council’s action.

5. RESOLUTION SUPPORTING A PEACEFUL RESOLUTION TO THE ONGOING\nCONFLICT AND HUMANITARIAN CRISIS IMPACTING GAZA AND ISRAEL – F2M24-\n16, R2M24-9\nOn January 22, 2024, Mayor Maza and the City Council discussed support for peace in\nthe Middle East related to the ongoing conflict and humanitarian crisis. Following that\nmeeting, on February 12, 2024, Mayor Maza sent a letter to Congresswoman Judy Chu,\nwith copies to Senator Durazo and Assemblymember Mike Fong, encouraging Federal\nsupport for peace, a lasting cease-fire and the safe return of all hostages in Gaza and\nIsrael. In addition, on February 12, 2024, the Council requested a Resolution in support of\npeace be drafted for a subsequent City Council meeting.\nRecommended Action: City Council adopt Resolution No. R2M24-9 entitled: A\nResolution of the City Council of the City of Alhambra supporting a peaceful resolution to\nthe ongoing conflict and humanitarian crisis impacting Gaza and Israel

6. CONTRACT AMENDMENT: PROFESSIONAL ENGINEERING SERVICES FOR PA&ED\nFOR THE FREMONT INTERCHANGE PROJECT UNDER THE 710 MOBILITY\nIMPROVEMENT PROJECTS – F2M19-32, C2M20-43, M2M24-50\nOn April 10, 2020, the City Council awarded a contract to Kimley-Horn for the professional\nengineering services to advance the 710 concepts. The firm’s contract was for three-years\nexpiring on August 26, 2023, with an option to extend the contract two years, depending\non the needs of the project(s) and contractor performance. On August 28, 2023, staff\nrecommended approval to amend the contract with Kimley Horn for a longer term through\nAugust 2025 and for additional project management to further study key project\ncomponents, including the relationship of the project to the business, residential, and\nschool communities, and the need for expanded outreach and technical support to the\nCity. Work under the proposed Second Amendment with Kimley Horn specifically includes:\nProject Management; Research and Data Collection; Surveying and Mapping; Traffic\nOperations Report; Environmental Study and Documentation; Project Report; and Public\nOutreach and Engagement. The final Project Approval/Environmental Document\n(PA&ED) tasks are expected to be completed by the end of 2026; consequently, staff also\nrecommends the contract with Kimley Horn be amended through December 31, 2026.\nThe total costs under Amendment 2 are $4,236,525.79.\n4\n3-25-24\nRecommended Action: City Council approve a Second Amendment, subject to final\nlanguage approval by the City Manager and the City Attorney, to the contract with Kimley-\nHorn (C2M20-43) for professional engineering consulting services for PA&ED for the\nFremont Interchange Project at a cost of $4,236,525,79; extend the contract with Kimley\nHorn through December 31, 2026; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
