6. CONTRACT AMENDMENT: PROFESSIONAL ENGINEERING SERVICES FOR PA&ED\nFOR THE FREMONT INTERCHANGE PROJECT UNDER THE 710 MOBILITY\nIMPROVEMENT PROJECTS – F2M19-32, C2M20-43, M2M24-50\nOn April 10, 2020, the City Council awarded a contract to Kimley-Horn for the professional\nengineering services to advance the 710 concepts. The firm’s contract was for three-years\nexpiring on August 26, 2023, with an option to extend the contract two years, depending\non the needs of the project(s) and contractor performance. On August 28, 2023, staff\nrecommended approval to amend the contract with Kimley Horn for a longer term through\nAugust 2025 and for additional project management to further study key project\ncomponents, including the relationship of the project to the business, residential, and\nschool communities, and the need for expanded outreach and technical support to the\nCity. Work under the proposed Second Amendment with Kimley Horn specifically includes:\nProject Management; Research and Data Collection; Surveying and Mapping; Traffic\nOperations Report; Environmental Study and Documentation; Project Report; and Public\nOutreach and Engagement. The final Project Approval/Environmental Document\n(PA&ED) tasks are expected to be completed by the end of 2026; consequently, staff also\nrecommends the contract with Kimley Horn be amended through December 31, 2026.\nThe total costs under Amendment 2 are $4,236,525.79.\n4\n3-25-24\nRecommended Action: City Council approve a Second Amendment, subject to final\nlanguage approval by the City Manager and the City Attorney, to the contract with Kimley-\nHorn (C2M20-43) for professional engineering consulting services for PA&ED for the\nFremont Interchange Project at a cost of $4,236,525,79; extend the contract with Kimley\nHorn through December 31, 2026; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
