19. Performing Arts Theater Feasibility Study\nRecommended Action: (1) Receive and file the final report submitted by TheatreDNA\nincluding (a) research and community engagement process; (b) market analysis and\nbenchmarking; (c) needs assessment and space utilization; (d) site selection and space\nprogram; (e) cost estimation; (f) business and operations planning; and, should Council wish\nto proceed with developing a Performing Arts facility; (2) consider pursuing purchase and\nsales agreement for the CVS property or the Big Lots property; (3) authorize staff to issue an\nRFP for a Fundraising Feasibility Study to evaluate capacity within the Mission Viejo\ncommunity to raise funds for the recommended facility and explore other funding avenues\navailable to the City, and (4) commission TheatreDNA to prepare a conceptual floor plan and\nanalysis of phased implementation based on more detailed analysis of the architecture of the\nCVS and/or Big Lots building (s).
