CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY IN RESPONSE TO THE FEBRUARY 2024 WINTER STORMS\nAND REAFFIRMING EMERGENCY CONDITIONS REQUIRING EMERGENCY\nACTION TO COMPLETE EMERGENCY REPAIRS AT PANORAMA\nPROMENADE AND MOLINO AVENUE AND 20TH STREET\nSummary:\nThe City Council will consider authorizing the City Manager to extend the\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. At the February 27, 2024 meeting, the City\nCouncil authorized the City Manager to extend the proclamation of the existence\nof a local emergency. The City Council adopted a Resolution, by a four-fifths\nvote, declaring authority to the City Manager or his designee, pursuant to Public\nContract Code Section 20168 and 22050, to enter into an emergency public\nworks contract. The City Council also approved a Public Works contract with\nZimprich Engineering Incorporated for a not-to-exceed amount of four hundred\nthirty-one thousand nine hundred ten dollars ($431,910), for emergency work\npertaining to the Panorama Promenade Trail and the 20th Street and Molino\nAvenue Slope immediate repair projects.\nAt its March 12, 2024 meeting, the City Council adopted a resolution, by a\nfour-fifths vote, authorizing the City Manager, or his designee, pursuant to Public\nContract Code Section 22050, to continue emergency storm damage repairs at\nthe Panorama Promenade Trail and Molino Avenue and 20th Street. The City\nCouncil will consider adopting a Resolution, by a four-fifths vote, authorizing the\nCity Manager, or his designee, pursuant to Public Contract Code Section 22050,\nto continue emergency storm damage repairs at the Panorama Promenade Trail\nand Molino Avenue and 20th Street. Based on the continuing impacts of the\nFebruary 2024 winter storm damage, staff requests the City Council authorize\nthe City Manager to extend proclamation of the existence of a local emergency\nin response to the February 2024 winter storms for 60 days. Staff recommends\nthat the City Council, by a four-fifths vote, reaffirm that the emergency continues\nto exist and, therefore, the emergency contract work must continue to be done\nwithout a public bidding process.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1.
