REQUEST FOR PROPOSALS TO PREPARE AN ECONOMIC ANALYSIS AND\nLAND USE STUDY FOR THREE PROPOSED OPPORTUNITY STUDY AREAS\nSummary:\nOne of the City’s primary objectives is to strengthen and diversify the local\neconomy. The City’s most important tool to incentivize redevelopment and\ncreate new economic development opportunities is its ability to update land\nuses. Cities update zoning regulations to better accommodate evolving market\ndemands, encourage investment, and foster innovation. Developing an\nintegrated approach that begins with data-driven economic analysis to inform\nfuture land use decisions may incentivize development of underutilized\nproperties, increase property values, and diversify the City’s tax base. With\nthese goals in mind, staff prepared a Request for Proposals (RFP) to develop an\neconomic analysis and land use plan for three potential Opportunity Study Areas\n(OSAs). Staff recommends the City Council authorize staff to issue an RFP to\nengage qualified consultants to conduct the necessary economic, land use, and\ntechnical studies to explore potential overlay zone options. CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY IN RESPONSE TO THE FEBRUARY 2024 WINTER STORMS\nAND REAFFIRMING EMERGENCY CONDITIONS REQUIRING EMERGENCY\nACTION TO COMPLETE EMERGENCY REPAIRS AT PANORAMA\nPROMENADE AND MOLINO AVENUE AND 20TH STREET\nSummary:\nThe City Council will consider authorizing the City Manager to extend the\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. At the February 27, 2024 meeting, the City\nCouncil authorized the City Manager to extend the proclamation of the existence\nof a local emergency. The City Council adopted a Resolution, by a four-fifths\nvote, declaring authority to the City Manager or his designee, pursuant to Public\nContract Code Section 20168 and 22050, to enter into an emergency public\nworks contract. The City Council also approved a Public Works contract with\nZimprich Engineering Incorporated for a not-to-exceed amount of four hundred\nthirty-one thousand nine hundred ten dollars ($431,910), for emergency work\npertaining to the Panorama Promenade Trail and the 20th Street and Molino\nAvenue Slope immediate repair projects.\nAt its March 12, 2024 meeting, the City Council adopted a resolution, by a\nfour-fifths vote, authorizing the City Manager, or his designee, pursuant to Public\nContract Code Section 22050, to continue emergency storm damage repairs at\nthe Panorama Promenade Trail and Molino Avenue and 20th Street. The City\nCouncil will consider adopting a Resolution, by a four-fifths vote, authorizing the\nCity Manager, or his designee, pursuant to Public Contract Code Section 22050,\nto continue emergency storm damage repairs at the Panorama Promenade Trail\nand Molino Avenue and 20th Street. Based on the continuing impacts of the\nFebruary 2024 winter storm damage, staff requests the City Council authorize\nthe City Manager to extend proclamation of the existence of a local emergency\nin response to the February 2024 winter storms for 60 days. CONTRACT AMENDMENT REGISTER DATED MARCH 26, 2024\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· The City Council authorized funding as part of the adopted fiscal year\nOperating Budget;\n· Staff are satisfied with the goods/services received to date; and\n· The City Manager reviewed and approved each amendment for\nstreamlined processing.\nThere is one contract amendment being presented for City Council\nconsideration as follows:\nAll City Management Services, Incorporated - Professional services for crossing\nguard services. The scope of work includes providing crossing guard services at\nSignal Hill elementary schools.
