UPDATE REGARDING DOG ACCESS ON SAN CLEMENTE MUNICIPAL BEACHES (Agendized by Councilmember Loeffler, with the support of Mayor Knoblock and Mayor Pro Tem Enmeier, at the August 5, 2025 City Council meeting.) Staff Recommendation Review the Beaches, Parks and Recreation Commission’s recommendation for a one-year pilot program allowing limited dog access on designated City beaches, and, if the City Council desires to proceed with that program, direct staff to initiate California Environmental Quality Act (CEQA) review, begin coordination with the California Coastal Commission, and prepare a draft Municipal Code amendment and proper CEQA documentation for City Council consideration.
