4) CONSIDERATION OF CENSURE OF COUNCIL MEMBER BRIAN GUTIERREZ It is recommended that the City Council: 1. Provide direction to staff regarding a censure hearing relating to Council Member Brian Gutierrez in response to the complaint submitted by Mayor Pro Tem Lopez-Viado. 2. If the Council directs that a censure hearing be held, schedule the hearing for a regular or special meeting on a future date. 3. Direct that the Acting City Manager serve as the presiding officer of any censure. 4. Authorize the Acting City Manager to engage Buchalter APC as special counsel to represent the City in the Doe v. City of West Covina (Los Angeles County Superior Court Case No. 25STCV26419) matter. CITY COUNCIL COMMENTS
