12A. Council initiated item by Councilmember Marco San Antonio to consider adding two full-time School Resource Officers for Public Schools. Request to analyze and report on the costs and agreements associated with hiring two full-time Sheriff Deputies as School Resource Officers, serving public elementary, middle, and high schools within the City. Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. Recommended Action: 1) Request that Council acknowledge the increasing need for School Resource Officers; 2) Direct staff to prepare a comprehensive report detailing all costs associated with hiring two full-time Sheriff Deputies— one assigned to elementary schools and one assigned to middle/high schools, serving the public schools within city limits; and 3) Initiate outreach to the Encinitas Union School District (EUSD), Cardiff School District, San Dieguito Union High School District (SDUHSD) to pursue Memorandums of Understanding (MOUs) outlining shared operational responsibilities and cost arrangements for School Resource Officer deployments. 2025-09-17 Item 12A City Council Initiated Item by San Antonio School Resource Officers
