1. Consider initiating a toll road feasibility study for maintenance of Palos Verdes Drive South within the Greater Portuguese Bend Landslide Complex. (Fraley) (30 mins) Recommendation: 1) Receive and file preliminary information on legal, procedural, and regulatory requirements including a financial feasibility analysis study and potential unintended consequences of converting a portion of Palos Verdes Drive South into a toll road; and, 2) If deemed acceptable, direct Staff to return to the City Council for approval of a professional services agreement to prepare a feasibility study to consider converting a portion of Palos Verdes Drive South into a toll road to pay for maintenance of the road within the Greater Portuguese Bend Landslide Complex.
