4. City Council: Staff recommends that the City Council approve a change 25-1058 order to increase an existing purchase order with Vulcan Materials for asphalt, in the amount of $230,000, for a revised total of $330,000; approve the purchase as a sole source justification; and authorize the Financial Services Director, or designee, to execute the change order.
