City Council:\nStaff recommends that the City Council approve one 25-1059\nAddition to Fleet (ATF) vehicle for the Parks and\nRecreation Department; purchase order to Olathe Ford, in\nthe amount of $122,337, for one addition to fleet vehicle\nand two replacement vehicles for the Building Division in\nthe Development Services Department; approve a\npurchase order to LEHR, in the amount of $4,778, to upfit\nthe vehicles; approve a purchase order to G&W Truck\nAccessories, in the amount of $7,472, for the purchase of\ntwo truck bed shells for the Ford Maverick vehicles;\napprove a $10,000 contingency for any changes to costs of\nprocurement and or/upfitting; and authorize the Financial\nServices Director, or designee, to execute the purchases\norder upon receipt of all supporting documents.

5.\nCity Council:\nStaff recommends that the City Council approve 25-1035\nAmendment 1 to the Public Works Agreement (PWA) with\nBear Electrical Solutions, LLC, (BES) for on-call service for\ntraffic signal pole replacement, preventative maintenance\nservices, and after-hours signal service, increasing the\nannual contract amount from $100,000 to $300,000 for FY\n2025-26 and up to $400,00 for FY 2026-27 and 2027-28 for\na total not to exceed amount of $1,100,000; authorize the\nappropriation of $50,000 from General Fund Infrastructure\nFund; authorize the City Manager, or designee, to execute\nthe amendment upon receipt of all required documents;\nand authorize the Financial Services Director, or designee,\nto execute the change order.

6.\nCity Council:\nStaff recommends that the City Council approve 25-1056\nAmendment 5 to the Professional Services Agreement\n(PSA) with Wittman Enterprises, LLC, for Emergency\nMedical Service billing services, with compensation based\non a percentage of collections from net collected revenues,\nwith a one-year contract expense estimated at $390,000, to\nextend the term of the agreement to October 15, 2026, and\nincrease the revenue and expenditure budget in the\namount of $106,024 and authorize the City Manager to\nexecute the Amendment.

7.\nHDB:\nStaff recommends that the Harbor District Board of 25-1031\nDirectors approve Amendment 6 to the Percentage Lease\nAgreement between the Oceanside Harbor District and Bill\nMiddleton & Sean D. White, dba Breakwater Yacht Sales,\nfor the premises at 1351 Harbor Drive North, Suite B,\nextending the term of the agreement from December 1,\n2025, through November 30, 2027, for a two-year minimum\ntotal revenue of $34,010; and authorize the City Manager to\nexecute the amendment upon receipt of all supporting\ndocuments.

8.\nCity Council:\nStaff recommends that the City Council approve a 25-1052\nPercentage Property Lease Agreement with Givino Rossini,\nDBA Kettle on Coast, for the use of City-owned property\nlocated at 223 North Coast Highway, for a five-year term,\nwith one five-year extension option, for the purpose of\noperating a bakery/restaurant for a five-year minimum total\nrevenue of $462,000; and authorize the City Manager to\nexecute the agreement upon receipt of all supporting\ndocuments.

(BMI), in the amount of\n$3,358,701, for the full replacement of R and S Docks in\nthe Oceanside Harbor Marina, including fabrication,\ninstallation, electrical drawings, fire suppression lines,\npermitting, and inspections; approve BMI as a sole source;\nappropriate $2,136,285 from the Harbor Unrestricted Fund\nBalance; and authorize the City Manager, or designee to\nexecute the agreement upon receipt of all supporting\ndocuments; and authorize the Financial Services Director,\nor designee, to execute the purchase order.
