D. AWARD CONSTRUCTION CONTRACT NO. 23-05 TO HARDY AND HARPER,\nINCORPORATED FOR THE ANNUAL STREETS PROGRAM FISCAL YEAR\n2023-2024 IN THE AMOUNT OF $2,609,944.64 PLUS A 10% CONTINGENCY\nAs part of the City’s ongoing effort to improve and preserve the quality of our\nroadways, the Public Works Department has developed the annual streets\nprogram for Fiscal Year 2023-2024. This street rehabilitation project will extend\nthe service life by 10 to 20 years, restore the appearance of the pavement and\ninhibit further deterioration of approximately four road miles with an average\nPavement Condition Index of below 20. Los Angeles County Public Works\ndesires to join the City on this year’s Annual Streets Program to repave their\nowned portions of Broadway and Walnut Grove Avenue. In the event that the\nLos Angeles County Board does not approve the funding at the May 7, 2024\nboard meeting, the City will not be obligated to pay for work not done on behalf\nof Los Angeles County and the contract price will be adjusted downward. Funds\nare available in the Fiscal Year 2023-2024 approved budget in the amount of\n$2,815,237.60, which includes a 10% construction contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to Categorical Exempt per CEQA Section 15301 – Existing Facilities.\nThe project will improve the existing condition of local streets. No potential for\nsignificant impacts to the environment are anticipated in this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve plans and specifications for the Annual Streets Program Fiscal Year\n2023-2024;\n2. Award the contract to Hardy and Harper, Incorporated;\n3. Authorize the City Manager to execute Construction Contract No. 23-05;\nand\n4. Approve a purchase order in the amount of $2,815,237.60, which includes a\n10% construction contingency.
