MAYOR’S APPOINTMENTS TO INTERGOVERNMENTAL AGENCIES –\nCOUNCIL LIAISONS\nThe Mayor is responsible for appointing members of the City Council to serve\non various local and regional committees, as well as liaisons for City initiatives.\nIn addition, it is necessary for the Council to take formal action to designate the\nnew Mayor to serve as the Delegate to the Los Angeles County Sanitation\nDistrict Board and Los Angeles County City Selection Committee. AWARD CONSTRUCTION CONTRACT NO. 23-05 TO HARDY AND HARPER,\nINCORPORATED FOR THE ANNUAL STREETS PROGRAM FISCAL YEAR\n2023-2024 IN THE AMOUNT OF $2,609,944.64 PLUS A 10% CONTINGENCY\nAs part of the City’s ongoing effort to improve and preserve the quality of our\nroadways, the Public Works Department has developed the annual streets\nprogram for Fiscal Year 2023-2024. This street rehabilitation project will extend\nthe service life by 10 to 20 years, restore the appearance of the pavement and\ninhibit further deterioration of approximately four road miles with an average\nPavement Condition Index of below 20. Los Angeles County Public Works\ndesires to join the City on this year’s Annual Streets Program to repave their\nowned portions of Broadway and Walnut Grove Avenue. In the event that the\nLos Angeles County Board does not approve the funding at the May 7, 2024\nboard meeting, the City will not be obligated to pay for work not done on behalf\nof Los Angeles County and the contract price will be adjusted downward. Funds\nare available in the Fiscal Year 2023-2024 approved budget in the amount of\n$2,815,237.60, which includes a 10% construction contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to Categorical Exempt per CEQA Section 15301 – Existing Facilities.\nThe project will improve the existing condition of local streets. No potential for\nsignificant impacts to the environment are anticipated in this project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve plans and specifications for the Annual Streets Program Fiscal Year\n2023-2024;\n2. Award the contract to Hardy and Harper, Incorporated;\n3. Authorize the City Manager to execute Construction Contract No. 23-05;\nand\n4. Approve a purchase order in the amount of $2,815,237.60, which includes a\n10% construction contingency.

AWARD CONSTRUCTION CONTRACT NO. 24-01 TO VIDO SAMARZICH,\nINCORPORATED FOR THE SIDWALK AND PEDESTRIAN RAMP\nIMPROVEMENT PROJECT FISCAL YEAR 2023-24 IN THE AMOUNT OF\n$123,880 PLUS A 10% CONTINGENCY [RESOLUTION NO. 24-15]\nThe Public Works Department is responsible for the maintenance of all public\nsidewalks and installation of Americans with Disabilities Act (ADA) compliant\npedestrian ramps within the City. ADA pedestrian ramps provide a smooth and\nsafe path of travel from the sidewalk to the street for people with disabilities.\nThere is a substantial backlog of sidewalk maintenance needs and new ramp\nrequests, and staff is seeking assistance from outside contractors. The cost to\nrepair the sidewalks on Gerona Avenue is $47,630 and the cost to construct\neight ADA curb ramps is $76,250 plus an additional 10% contingency amount\nof $12,388 for a total project budget of $136,268.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\ndetermined to be Categorically Exempt per CEQA Section 15301 – Existing\nFacilities. The project will replace existing sidewalks and install ADA pedestrian\nramps within the public right-of-way facilities. Irrespective of the exemption, no\npotential for significant impacts to the environment are anticipated from this\nproject.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 24-15 to appropriate additional $21,098 from the TDA\nArticle 3 Fund to account 122-800-44-96-604;\n2. Approve plans and specifications for the Sidewalk & Pedestrian Ramp\nImprovement Project, Fiscal Year 2023-24;\n3. Award contract to Vido Samarzich, Incorporated;\n4. Authorize the City Manager to execute Construction Contract No. 24-01;\nand

F. FIREWORK DISPLAY PERMIT – SAN GABRIEL COUNTRY CLUB\nPyro Spectaculars, a California State Licensed Pyrotechnics Company, has\napplied for a permit on behalf of the San Gabriel Country Club, for a Fireworks\nDisplay on June 29, 2024, at 9:00 p.m. The display will last for approximately 30\nminutes. Pursuant to San Gabriel Municipal Code Title IX, Sections 96.21 – 96.23,\nCity Council approval is required to issue a permit on approval and\nrecommendation of the Fire Chief for pyrotechnic displays. A fee of $79 is due\nat the time of permit issuance per the Fiscal Year 23-24 Master Fee Schedule.\nNo Fire Department overtime expense is anticipated for this event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the Fire Chief or Deputy Fire\nMarshal to issue a Fireworks Permit to Pyro Spectaculars, Incorporated\ncontingent on meeting the conditions of the application.

G. 2022 STATE HOMELAND SECURITY PROGRAM GRANT ACCEPTANCE\n[RESOLUTION NO. 24-09]\nThe United States Department of Homeland Security provides grant funding to\nstate and local governments through the State Homeland Security Program\n(SHSP) administered by the County of Los Angeles as subgrantee. The City of\nSan Gabriel has been awarded grant funds from the 2022 State Homeland\nSecurity Program for both the San Gabriel Police and Fire Departments in the\namount of $51,363 and $10,000 respectively. Acceptance of the grant funding\nand authorization to expend those funds on identified qualifying projects\nwould enhance the capabilities of both public safety departments. Budget\nadjustments to Other Grants fund will be made to revenues and appropriations\nin the amount of $61,363. Funding for the purchases will be reimbursed\nthrough the State Homeland Security Program grant. Initial outlay would be\n$61,363, but would be fully reimbursed, with no matching funds. Consequently,\nthere is no fiscal impact to the General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-09 to approve\nthe following:\nPolice Department\n1. Budget amendment to increase estimated revenue (account 186-3215) and\nappropriation (transfers out) in ‘Other Grants Fund by $51,363; and increase\nestimated revenue (transfers in) and appropriation in Capital/Special\nProjects Funds (account 124-751-57-99-380) by $51,363;\nFire Department\n2. Budget amendment to increase estimated revenue (account 186-3215) and\nappropriation (transfers out) in ‘Other Grants Fund by $10,000; and increase\nestimated revenue (transfers in) and appropriation in Capital/Special\nProjects Funds (account 124-761-57-99-380) by $10,000;\n3. Authorize both the Police Chief and Fire Chief to accept the State Homeland\nSecurity Program grant and purchase the items under the City’s purchasing\npolicy; and\n4. Authorize the City Manager to execute the subrecipient agreement between\nthe City and the County of Los Angeles.

H. GRANT-FUNDED PURCHASE OF RADIO EQUIPMENT IN THE AMOUNT OF\n$30,114.99\nThe San Gabriel Fire Department is seeking approval to spend $30,114.99 of\npreviously-awarded State Homeland Security Grant funds on Motorola\nAPX8500 radio equipment. In 2021, the Fire Department received a Homeland\nSecurity Grant Program award of $62,000 to fund the purchase of radio\nequipment. On May 2, 2023, the City Council accepted the grant award and\nappropriated funds by Resolution No. 23-21. $30,114.99 is a portion of the total\namount previously awarded by the 2021 State Homeland Security Program\n(SHSP) grant cycle and requires no matching funds.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 24-20 authorizing State Homeland Security Grant\nProgram-Funded Purchase of certain Motorola Radio Equipment in the\nAmount of $30,114.99; and\n2. Authorize the City Manager to issue a purchase order to Motorola Solutions,\nIncorporated in an amount not to exceed $30,114.99 for the purchase of\nthree APX8500 mobile radios and accessories detailed in the report in\naccordance with the City of San Gabriel purchasing policy and conditions of\nthe 2021 State Homeland Security Program Grant award.\n5. PUBLIC HEARING – None.

A. DISCUSSION AND DIRECTION ON AMERICAN RESCUE PLAN ACT (ARPA)\nRELOCATION GRANTS\nIn 2023, the City launched a Small Business Assistance Grant Program utilizing\nthe American Rescue Plan Act (ARPA) funds. The program had two components:\nGeneral Assistance and Relocation Assistance. The General Assistance grants\nhave been awarded to eligible small businesses. The Relocation Assistance\ngrants have yet to be awarded given the recent direction of City Council to staff\nto further discuss the program parameters. This report provides a recap of the\nhistory of the program, applications received, and outlines the program’s\nguidelines. Per Council’s request, this item is being presented for further\ndiscussion of guidelines and requirements by the Council. The remaining\nauthorized funding for the relocation grants in the amount of $95,000 has been\ncarried forward and is included in the Fiscal Year 2023-24 general fund budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff is seeking direction from the Council on how to implement the Relocation\nAssistance Program.

B. DUMPLING AND BEER FESTIVAL: 2023 RECAP AND SELECTING EVENT\nPARTNER\nThe Dumpling and Beer Festival was introduced in 2015 to showcase the\nculinary aspect of the City and attract tourism to the Mission District. Over the\nyears, the festival has grown into a community event that celebrates diversity\nand culture through popular food and drink. Each year, the event attracts\naround 5,000 – 7,000 visitors, and this number continues to grow. This is a\n‘receive and file’ report that outlines staff’s extensive planning efforts that\ncontribute to the festival’s yearly success. The timing of the report also presents\nan opportunity for the City to possibly explore partnering with other non-profit\norganizations for the event. There is no fiscal impact related to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the report and discuss\nthe matter of partnerships, specifically as it relates to selecting the non-profit\nthat the City works with for the Festival.
