A. DISCUSSION AND DIRECTION ON AMERICAN RESCUE PLAN ACT (ARPA)\nRELOCATION GRANTS\nIn 2023, the City launched a Small Business Assistance Grant Program utilizing\nthe American Rescue Plan Act (ARPA) funds. The program had two components:\nGeneral Assistance and Relocation Assistance. The General Assistance grants\nhave been awarded to eligible small businesses. The Relocation Assistance\ngrants have yet to be awarded given the recent direction of City Council to staff\nto further discuss the program parameters. This report provides a recap of the\nhistory of the program, applications received, and outlines the program’s\nguidelines. Per Council’s request, this item is being presented for further\ndiscussion of guidelines and requirements by the Council. The remaining\nauthorized funding for the relocation grants in the amount of $95,000 has been\ncarried forward and is included in the Fiscal Year 2023-24 general fund budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff is seeking direction from the Council on how to implement the Relocation\nAssistance Program.
