10. SECOND READING AND ADOPTION OF ORDINANCE NO. 1136, APPROVING\nZONE TEXT AMENDMENT (“ZTA”) TO AMEND CHAPTER 154 (SUBDIVISIONS)\nFOR AN URBAN LOT SPLIT AND CHAPTER 155 (ZONING) FOR THE CREATION\nOF TWO (2) RESIDENTIAL UNITS PER LOT, OF THE SANTA FE SPRINGS\nMUNICIPAL CODE, ALL PURSUANT TO SENATE BILL 9 AND DETERMINE\nTHAT THE ACTION IS EXEMPT UNDER CEQA (PLANNING)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find and determine that Ordinance No. 1136 is exempt from California\nEnvironmental Quality Act pursuant to California Government Code Sections\n65852.21(j) and 66411.7(n), the adoption of an ordinance by a city implementing\nthe provisions of Government Code Sections 66411.7 and 65852.21 to regulate\nSenate Bill 9; and\n2) Waive the second reading and adopt Ordinance No. 1136 by title, adopting a Zone\nText Amendment to ensure that the City’s Zoning Ordinance is aligned with the\nState’s Senate Bill 9 regulations; and\n3) Take such additional, related action that may be desirable.
