I. CITY COUNCIL REVIEW OF THE 2023 GENERAL PLAN ANNUAL\nPROGRESS REPORT\nRequested Action: That the City Council review the 2023 General Plan Annual\nProgress Report and provide direction to submit the report to the California Office\nof Planning and Research (OPR) and the Housing and Community Development\nDepartment (HCD).\nSteve Sheldon reiterated that there was an unauthorized alteration of the 2017\nGeneral Plan Map that resulted in hundreds of new homes being removed from the\nMap. He stated that in Planning Area LU-18 approximately 40 acres of medium\ndensity residential designation was removed and replaced with the open space\ndesignation. He asked that this matter be reviewed and resolved by City staff.
