B. RECOMMENDATION TO SET PUBLIC HEARING IN CONSIDERATION\nOF SOLID WASTE RATE ADJUSTMENTS FOR RESIDENTIAL AND\nCOMMERCIAL ACCOUNTS\nStaff Report presented by Paul Toor, Director of Public Works/City Engineer. Mr.\nToor reported that Burrtec Waste Industries became the City’s exclusive franchise\nwaste hauler as of July 1, 2022. Mr. Toor summarized the requirements of SB\n1383, which is a state mandate to help address climate change. To meet the\nstatewide goal of reducing 75% of organic waste disposal by 2025, the State\ndeveloped regulations that required local jurisdictions to adopt and enforce organic\nwaste recycling beginning January 1, 2022. The SB 1383 mandate will affect the\nnew solid waste rates, in addition to the CPI increase. Mr. Toor advised that on\nFebruary 2, 2023, the City Council approved the formation of an Ad Hoc\nCommittee appointing two members of the City Council to assist staff regarding\nthe City’s solid waste rates and implementation of citywide organic collection\nservices. Mayor Pro Tem Brian Berkson and Council Member Armando Carmona\nwere appointed to the Ad Hoc Committee. Over the past 12 months, the Committee\nhad several meetings with Burrtec. Mr. Toor summarized the proposed rate\nincreases. Before proceeding with formally adopting the new rates, the City\nCouncil is required to provide a public hearing and give the public an opportunity\nto voice their support for or against the rate changes.\nFurther discussion followed.\nA motion was made by Council Member Chris Barajas, seconded by Mayor\nGuillermo Silva, to authorize Staff to proceed with the Proposition 218 notice\nof hearing tentatively scheduled on May 16, 2024 proposing solid waste rate\nadjustments from Burrtec Waste Industries, Inc. for residential and\ncommercial accounts, give authorization to send the notices subject to the Ad\nHoc Committee reviewing the notices for substantive comments and feedback.\nAyes: L. COUNCIL MEMBER REPORTS AND COMMENTS\nCouncil Member Leslie Altamirano reminded residents that there will be a Community\nCleanup event in District 4 this Saturday, March 23. Volunteers are being asked to meet\nat the Jurupa Valley Operations Center at 7:30 a.m. She announced that the proposed solid\nwaste increase will not affect residents living within the Rubidoux Community Services\nDistrict.\nCouncil Member Chris Barajas announced a District 5 Town Hall meeting will be held\nApril 3, 2024 at the Indian Hills Country Club.

She reported that this is for Phase 5 of the Paradise Knolls project\nand the Community Facilities District for this property will include 221 units. Requested Action: That the City Council approve the Agreement between\nthe City of Jurupa Valley and EXP U.S. Services, Inc. in the amount of\n$2,287,367 for the Rubidoux Boulevard and State Route 60 Interchange -\nProject Approval and Environmental Document (PA&ED) Phase, and\nauthorize the City Manager to execute the Agreement in substantially the\nform and format attached to the staff report as approved by the City\nAttorney; and\n2. Appropriate $2,287,367 from “Rialto Fulfillment Center Funds” to the CIP\n17-B-3 project account; and\n3. I. CITY COUNCIL REVIEW OF THE 2023 GENERAL PLAN ANNUAL\nPROGRESS REPORT\nRequested Action: That the City Council review the 2023 General Plan Annual\nProgress Report and provide direction to submit the report to the California Office\nof Planning and Research (OPR) and the Housing and Community Development\nDepartment (HCD).\nSteve Sheldon reiterated that there was an unauthorized alteration of the 2017\nGeneral Plan Map that resulted in hundreds of new homes being removed from the\nMap. He stated that in Planning Area LU-18 approximately 40 acres of medium\ndensity residential designation was removed and replaced with the open space\ndesignation. He asked that this matter be reviewed and resolved by City staff.
