14. CONSIDERATION OF APPROVAL OF A MEMORANDUM OF AGREEMENT WITH THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS FOR CONTINUED PARTICIPATION IN THE FRESH SGV REGIONAL FOOD RECOVERY PROGRAM. Recommendation It is recommended that the City Council: a. Approve the Memorandum of Agreement (MOA) with the San Gabriel Valley Council of Governments (SGVCOG) for the City’s continued participation in the FRESH SGV Regional Food Recovery Program for the period November 1, 2026 through June 30, 2028; and b. Authorize the City Manager to execute the MOA, subject to approval as to form by the City Attorney, and to approve minor, non-substantive revisions necessary to complete the agreement; and c. Authorize expenditures totaling an estimated $22,500 over the term of the MOA from the Environmental Services Special Department, Fund Account Number 101-6010-6015-8020-000 for Fiscal Year 2026-27 and Fiscal Year 2027-28 is subject to the annual budget process and the cost- reconciliation provisions of the MOA.
