(18) 25-0015 PUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’ REPORT relative to a Supplemental Grant Award for the Fiscal Year (FY) 2025 Internet Crimes Against Children (ICAC) Task Force Program. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to: a. Retroactively apply for and accept the Supplemental Grant Award for the 2025 ICAC Task Force Program in the amount of $1,042,765 for the period of October 1, 2025 through September 30, 2026, under the 2025 ICAC Task Force Program Funding Opportunity from the United States Department of Justice (DOJ), Office of Juvenile Justice and Delinquency Prevention (OJJDP). b. Negotiate and execute the grant award agreement, subject to the review and approval of the City Attorney as to form. c. Negotiate and execute either new agreements or amend any agreements with affiliate ICAC Task Force agencies, in collaboration to prevent, interdict, investigate, and prosecute Internet crimes against children, subject to the review of the City Attorney approval as to form. 2. AUTHORIZE the LAPD to: a. Spend up to an additional grant amount of $1,042,765 in accordance with the grant award agreement. b. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Fund No. 339/70. c. Issue checks to respective ICAC affiliate agencies for the purpose of reimbursing grant-approved training expenses, after receipt and review of documentation. d. Prepare Controller instructions for any technical amendments as necessary to implement Mayor and Council intentions, subject to the approval of City Administrative Officer (CAO); and, AUTHORIZE the Controller to implement the instructions. 3. AUTHORIZE the Controller to: a. Rename Account No. 70A416, Fund No. 339/70 from 2025 ICAC Task Force Program to 2025-2026 ICAC Task Force Grant Program to reflect the Supplemental Grant Award for the 2025 ICAC Task Force Program. b. Increase appropriations to Account No. 70A416, in Fund No. 339/70, by the amount of $1,042,765 for the receipt and disbursement of 2025 ICAC Task Force Program funds. c. Transfer appropriations for the 2025-2026 ICAC Task Force Program as needed, account numbers and amounts as follows: From: Fund No. 339/70; Account No. 70A416, 2025-2026 ICAC Task Force Grant Program; Amount: $164,694 To: Fund No. 100/70; Account No. 001090, Overtime General; Amount: $11,100 Fund No. 100/70; Account No. 001092, Overtime Sworn; Amount: $140,400 Fund No. 339/70; Account No. To Be Determined (TBD), Related Costs; Amount: $13,194 Total: $164,694 4. INSTRUCT the City Clerk to place on the Council Agenda for July 1, 2026, or the first meeting day thereafter, the following action relative to the Supplemental Grant Award for the 2025 ICAC Task Force Program: That the City Council, subject to the approval of the Mayor, authorize the Controller to transfer appropriations for the 2025-2026 ICAC Task Force Program as needed, account numbers and amounts as follows: From: Fund No. 339/70; Account No. 70A416, 2025-2026 ICAC Task Force Grant Program; Amount: $164,693 To: Fund No. 100/70; Account No. 001090, Overtime General; Amount: $11,099 Fund No. 100/70; Account No. 001092, Overtime Sworn; Amount: $140,400 Fund No. 339/70; Account No. TBD, Related Costs; Amount: $13,194 Total: $164,693 Fiscal Impact Statement: The CAO reports that approval of the recommendations within the CAO report dated June 8, 2026 will have no additional impact to the General Fund and will allow for the expenditure of the 2025 ICAC Program grant award of $1,042,765 from the DOJ, OJJDP. No matching funds are required for this grant. Financial Policies Statement: The CAO reports that the recommendations provided in said report are in compliance with the City's Financial Policies in that one-time grant funding will be utilized for one-time program expenditures.
