(20) 26-0834 PUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’ REPORT relative to a grant application and award for the Fiscal Year (FY) 2025 Deoxyribonucleic Acid (DNA) Capacity Enhancement and Backlog Reduction (CEBR) Program. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to: a. Retroactively apply for and subsequently accept the grant award for the FY 2025 DNA CEBR Grant Program in the amount of $1,619,184 and with a performance period from October 1, 2025 through September 30, 2027, from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. b. Negotiate and execute the grant award agreement, subject to City Attorney approval as to form. 2. AUTHORIZE the LAPD to: a. Spend up to the total grant amount of $1,619,184 in accordance with the grant award agreement. b. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Fund No. 339/70. c. Prepare Controller instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller to implement the instructions. 3. AUTHORIZE the Controller to: a. Establish a grant receivable and appropriate $1,619,184 to an appropriation account, account number to be determined (TBD), within Fund No. 339/70, for the receipt and disbursement of the FY 2025 DNA CEBR Program grant. b. Increase appropriations and transfer funds, as needed, within the FY 2025 DNA CEBR Program grant funds from Fund No. 339/70, account number TBD, to Fund No. 100/70, account numbers and amounts as follows: i. Account No. 001090, Overtime General: $464,000 ii. Account No. TBD, Related Costs: $23,897 4. AUTHORIZE the City Clerk to place the following action relative to the FY 2025 DNA CEBR Program grant on the City Council agenda on July 1, 2027, or on the first meeting day thereafter: Authorize the Controller to increase appropriations and transfer funds, as necessary, within FY 2025 DNA CEBR grant funds from Fund No. 339/70, account number to be determined, to Fund No. 100/70, account numbers and amounts as follows: Account No. 001090, Overtime General: $124,491 Account No. To Be Determined Related Costs: $6,411 Fiscal Impact Statement: The CAO reports that approval of the recommendations within the report will authorize the LAPD to accept the FY 2025 DNA CEBR Program grant award from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, and spend up to $1,619,184 for the period from October 1, 2025 through September 30, 2027. No matching funds are required for this grant. There is no impact to the General Fund. Financial Policies Statement: The CAO reports that the recommendations provided in the report comply with the City’s Financial Policies, as one-time grant funding will be used for one-time program expenditures.
