PUBLIC SAFETY COMMITTEE REPORT and BUDGET AND
FINANCE COMMITTEE REPORT relative to the Fiscal Year
(FY) 2026-27 Regional Threat Assessment Center (FY26-27 RTAC)
Grant Subaward and Funding Agreement.
A. PUBLIC SAFETY COMMITTEE REPORT
Recommendations for Council action, SUBJECT TO THE
APPROVAL OF THE MAYOR:
1. AUTHORIZE the Chief of Police, Los Angeles Police
Department (LAPD), or designee, to:
a. Accept the grant subaward of $100,000 from the
County of Los Angeles, by and through the Los
Angeles County Sheriff’s Department, for
participation in the FY26-27 RTAC Grant Program
with funding from the California Governor's Office of
Emergency Services' (Cal OES) FY 2024 Homeland
Security Grant Program.
b. Negotiate and execute the proposed Funding
Agreement for the FY26-27 RTAC Grant Program
between the LAPD and the County of Los Angeles
(County) that will commence upon execution of the
Agreement through May 31, 2027, for a total grant
award of $100,000, subject to the approval of the
City Attorney as to form.
2. AUTHORIZE the LAPD to:
a. Spend up to $100,000 in funding in accordance with
the grant award agreement.
b. Submit grant reimbursement requests to the grantor
and deposit grant receipts into Fund No. 339/70.
c. Prepare Controller instructions for any technical
adjustments, subject to the approval of the City
Administrative Officer (CAO); and, AUTHORIZE the
Controller to implement the instructions.
3. AUTHORIZE the Controller to:
a. Establish a grant receivable and appropriate up to
$100,000 to an appropriation account, to be
determined, within Fund No. 339/70, for the receipt
and disbursement of FY26-27 RTAC grant funds.
b. Increase appropriations as needed from the FY26-
27 RTAC grant funds, from Fund No. 339/70,
appropriation account number to be determined, to
Fund No. 100/70, account numbers and amounts as
follows:
i. Account No. 001092, Overtime Sworn;
Amount: $45,505
ii. Account No. TBD, Related Costs; Amount:
$4,495
4. INSTRUCT the City Clerk to place the following action
relative to the FY26-27 RTAC Grant Program on the
City Council agenda on July 1, 2026, or the first
meeting day thereafter:
Authorize the Controller to transfer from Fund No.
339/70, account number to be determined, to Fund No.
100/70, account numbers and amounts as follows:
Account No. 001092, Overtime Sworn;
Amount: $45,505
Account No. TBD, Related Costs; Amount: $4,495
B. BUDGET AND FINANCE COMMITTEE REPORT
Recommendations for Council action, SUBJECT TO THE
APPROVAL OF THE MAYOR:
1. APPROVE the recommendations contained in the Board
of Police Commissioners (Board) report, dated February
11, 2026; and, the recommendations contained in the
CAO report date June 12, 2026, attached to the Council
file, relative to the FY 2026-27 RTAC Grant Subaward and
Funding Agreement.
2. INSTRUCT the LAPD to report to the Budget and Finance
Committee at the end of calendar year 2026 on the
following:
a. The amount of funding typically spent each year by
the LAPD performing duties associated with
participation in the RTAC Program; and, how much
of said funding is related to the City’s relationship
with the County of Los Angeles (County) and the
Joint Regional Intelligence Center (JRIC).
b. The number of requests for information from LAPD
databases that have come through a JRIC platform,
and the number of requests that have been
approved and denied.
Fiscal Impact Statement: The CAO reports that approval of the
recommendations stated in the CAO report dated June 12, 2026 will
authorize the LAPD to accept a grant subaward and execute a
Funding Agreement with the County for its participation in the FY
2026-27 RTAC Program. The grant reimbursements for related costs
will be deposited into Revenue Source Code 5349, Police Grants
Related Costs. There is no matching requirement associated with this
grant award. There is no additional impact on the General Fund.
Financial Policies Statement: The CAO reports that the
recommendations in said report comply with the City's Financial
Policies in that all grant funds will be utilized for grant-eligible
activities.
