(36) 26-0906-S12 CIVIL RIGHTS, IMMIGRATION, AGING, AND DISABILITY and BUDGET AND FINANCE COMMITTEES’ REPORT relative to the feasibility of establishing a Mitigation Response Fund to mitigate the impacts of the June 17, 2026 Lineage Logistics cold storage facility fire, mobilization of Family Resource Centers, and legal remedies for reimbursement of the City's response efforts. Recommendations for Council action, pursuant to Motion (Jurado – Yaroslavsky): 1. INSTRUCT the City Administrative Officer (CAO) and the Chief Legislative Analyst (CLA) to report to Council immediately on the feasibility of establishing a Mitigation Response Fund of up to $10 million, funded through current Unappropriated Balance line items or other eligible sources of funding, to mitigate the June 17, 2026 Lineage Logistics cold storage facility fire's impacts on Boyle Heights, and to identify the appropriate department(s) to administer these funds. 2. INSTRUCT the Bureau of Sanitation (BOS) and other relevant departments to report to Council on resources required for the following, with funding from the Mitigation Response Fund: a. Expanding odor, vermin, and pest mitigation in surrounding zones. b. Identifying and mitigating any disaster impacts not being addressed by current response efforts. c. Fully restoring public health, welfare, and the local environment. 3. INSTRUCT the Community Investment Department, in coordination with the BOS and other relevant departments, to report to Council on mobilizing Family Resource Centers to address the above disaster and provide direct financial relief to impacted small businesses, with funding from the Mitigation Response Fund. Remediation recommendations should include, but not be limited to, additional funding for case managers, utility bill vouchers, and emergency financial assistance. 4. REQUEST the City Attorney to report to Council on legal remedies to ensure reimbursement from Lineage Logistics, a subsidiary of Bay Grove Capital, LLC, other government agencies responsible for cleanup, and any other responsible parties for City response efforts described in this Motion. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.
