(9) 26-0906-S11 PLANNING AND LAND USE MANAGEMENT (PLUM) and AD HOC COMMITTEE FOR BOYLE HEIGHTS FIRE RECOVERY COMMITTEES’ REPORT relative to reporting on the City’s current citation and fine structure, and provide recommendations for increasing penalties for notices of violations and/or noncompliance on projects that impose a significant impact to the community, as seen in the 1400 South Los Palos Street incident. A. PLUM COMMITTEE REPORT Recommendations for Council action, as initiated by Motion (Jurado – Rodriguez): 1. INSTRUCT LADBS, in coordination with the City Attorney's Office, to report back within the next 7 days on the City’s current citation and fine structure, and provide recommendations for increasing penalties for notices of violations and/or noncompliance on projects that impose a significant impact to the community, as seen in the 1400 S Los Palos St. incident. These recommendations should include a fee and fine structure that ranges from $25,000 to $1,000,000 per fine. 2. INSTRUCT CID, with the assistance of LADBS and the City Attorney's Office, to report with a proposed mechanism to dedicate a specific amount or percentage of any fees and fines collected as a result of non- compliance findings at the building located at 1400 S. Los Palos St., Los Angeles, CA 90023, toward financial support for those directly affected by the Lineage Warehouse fire. 3. INSTRUCT CID to report with recommendations for a financial support program funded by the fees and fines described above, to include, but not be limited to, a guaranteed income component for businesses, residents, and workers directly impacted by the Lineage Warehouse fire, including provisions to prevent such a program from limiting Lineage’s tort liability and/or whether the City could recover the costs of a financial support program from Lineage. 4. INSTRUCT the City Administrative Officer with assistance from LADBS and the City Attorney’s office to report with recommendations for offsetting the City’s cost for responding to the Lineage Warehouse fire located at 1400 South Los Palos Street, Los Angeles, CA 90023. 5. REQUEST the City Attorney, with support from relevant City departments, to report about the process for collecting funds upfront for response costs and damages, rather than billing the property owner after damages have been assessed, including whether the City has the authority and/or an established process to require payment in advance to cover anticipated damages, and if so, what that process would entail. B. AD HOC COMMITTEE FOR BOYLE HEIGHTS FIRE RECOVERY Recommendations for Council action, as initiated by Motion (Jurado – Rodriguez): 1. CONCUR with the PLUM action of August 25, 2026. 2. INSTRUCT LADBS to report on the number of Notices of Code Violation and Correction Notices that have been issued to 1400 South Los Palos St. LA CA 90023. Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
