(14) 26-1040 CD 15 PUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’ REPORT relative to the acceptance of a grant award from the United States Department of Homeland Security Fiscal Year 2025 Port Security Grant Program (FY25 PSGP). Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to: a. Retroactively apply for and accept a grant award of $277,500 for the FY25 PSGP, from the United States Department of Homeland Security. b. Negotiate and execute the Grant Agreement for the period from September 1, 2025 through August 31, 2028, subject to the review and approval of the City Attorney as to form. c. Negotiate and execute a contract with a vendor to provide vessel repair and maintenance services as approved by the grant program, not to exceed $230,000, within the grant performance period, subject to review and approval of the City Attorney. 2. AUTHORIZE the LAPD to: a. Spend up to the grant amount of $277,500 in accordance with the grant award agreement. b. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Fund No. 339/70. c. Prepare Controller instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller to implement the instructions. 3. AUTHORIZE the Controller to establish a grant receivable and appropriate $277,500 to an appropriation account, account number to be determined, within Fund No. 339/70, for the receipt and disbursement of the FY25 PSGP grant funds. Fiscal Impact Statement: The CAO reports that approval of the recommendations will authorize the acceptance and expenditure of the FY25 PSGP grant award totaling $277,500 from the United States Department of Homeland Security for the period from September 1, 2025 through August 31, 2028. There is no additional impact to the General Fund. Financial Policies Statement: The CAO reports that the recommendations comply with the City’s Financial Policies in that, to the extent possible, one-time grant funding will be utilized for one-time grant-eligible program expenditures.
