PUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES’
REPORT relative to a one-year no-cost extension for the Fiscal Year
(FY) 2021 Connect and Protect: Law Enforcement Behavioral Health
Response Program (Connect and Protect) grant.
Recommendations for Council action, SUBJECT TO THE APPROVAL
OF THE MAYOR:
1. AUTHORIZE the Chief of Police, Los Angeles Police
Department (LAPD), or designee, to:
a. Accept a one-year no-cost extension for the FY 2021
Connect and Protect grant from the United States
Department of Justice, Office of Justice Programs, Bureau
of Justice Assistance, extending the award period from
October 1, 2021 through September 30, 2025, to October
1, 2021 through September 30, 2026.
b. Extend Contract No. 141546 with Justice & Security
Strategies, Inc. (JSS), subject to the approval of the City
Attorney as to form.
2. AUTHORIZE the LAPD to prepare Controller instructions as
necessary to implement Mayor and Council intentions, subject
to the approval of the Office of the City Administrative Officer
(CAO); and, AUTHORIZE the Controller to implement the
instructions.
Fiscal Impact Statement: The CAO reports that approval the
recommended actions will authorize the LAPD to extend and modify
the FY 2021 Connect and Protect grant from a four-year term that
began on October 1, 2021 through September 30, 2025, to a five-year
term from October 1, 2021 through September 30, 2026. There is no
additional impact to the General Fund.
Financial Policies Statement: The CAO reports that the recommended
actions comply with the City’s Financial Policies in that, to the extent
possible, one-time grant funding will be utilized for one-time program
expenditures.
