24. CONSIDER APPROVAL OF LETTER OF AGREEMENT BETWEEN THE CITY OF CARSON AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA) FOR THE AVALON BOULEVARD FIRST/LAST MILE RECONNECTING COMMUNITIES AND NEIGHBORHOODS (RCN) PROJECT RELATED TO THE 2028 OLYMPIC AND PARALYMPIC GAMES (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the proposed Letter of Agreement between the City of Carson and the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the Avalon Boulevard First/Last Mile Reconnecting Communities and Neighborhoods Project, and authorize the City Manager to execute the agreement.
