(9) 24-0069-S3 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to a proposed Second Amendment to Contract No. C-143134 between the Los Angeles Housing Department (LAHD) and GCAP Services, Inc., for Prevailing Wage Compliance Services. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the General Manager, LAHD, or designee to: a. Execute a Second Amended and Restated Agreement to City Contract No. C-143134 with GCAP Services, Inc. for prevailing wage compliance services to increase the compensation amount by $326,250 for a revised total maximum allowable compensation of $1,526,250 and extend the contract term by 18 months through October 31, 2027, in substantial conformance with the Agreement contained in the City Administrative Officer (CAO) report dated February 18, 2026, attached to Council file No. 24- 0069-S3, subject to the review and approval of the City Attorney as to form, funding availability, and compliance with the City’s contracting requirements. b. Disencumber $150,000 in unexpended funds from City Contract No. C-143497 with Ellana, Inc., and transfer funding to City Contract No. C-143134 with GCAP Services, Inc. c. Prepare Controller instructions and any technical adjustments consistent with the Mayor and Council intent on this matter, subject to the approval of the CAO. 2. INSTRUCT the LAHD and the Bureau of Contract Administration (BCA) to report back in 120 days with a transition plan for staff and programs related to consolidating Prevailing Wage Monitoring staff to BCA. Fiscal Impact Statement: The CAO reports that funding for the proposed Second Amended and Restated Agreement is provided in Fund No. 100/43 Contractual Services account in Fiscal Year 2025- 26. Funding for Fiscal Year 2026-27 is subject to approval by the Mayor and Council through the annual budget process. The City’s financial obligation will be limited to funds appropriated for this purpose. There is no additional impact to the General Fund. Financial Policies Statement: The CAO reports that the recommendations in this report comply with the City’s Financial Policies in that current operations will be funded by current revenues.
