(6) 26-0073 CD 14 GOVERNMENT OPERATIONS and TRANSPORTATION COMMITTEES’ REPORT relative to development of a City Asset Monetization Pilot Program in Council District (CD) 14. Recommendations for Council action, pursuant to Motion (Jurado - Hutt): 1. INSTRUCT the Chief Administrative Officer (CAO), in coordination with the Chief Legislative Analyst (CLA), General Services Department, Boards of Public Works, and relevant departments, to design a City Asset Monetization Pilot Program in CD 14 for a period of 24 months. The design report shall include the identification of rooftops of City-owned facilities for solar energy generation and telecommunications infrastructure, City-owned parking facilities for EV charging concessions and mobility hubs, and under-utilized City parcels, particularly near transit, for ground leases and temporary or interim uses. 2. INSTRUCT the CAO to report with the following: a. Identification of inventory of pilot assets in CD 14 and recommended monetization mechanisms by asset type. b. A detailed program proposal that includes revenue projections and implementation costs, a legal review and procurement pathway, a community engagement plan, and methods for participating departments to provide semi-annual public reports on revenue generated, asset performance, and reinvestment outcomes. Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.
