10) CONSIDERATION OF RESOLUTION OF CENSURE CONCERNING COUNCILMEMBER BRIAN GUTIERREZ It is recommended that the City Council: 1. Consider whether to adopt a Resolution of Censure concerning Councilmember Brian Gutierrez based upon the findings contained in the Confidential Investigation Report prepared by Gemelli Employment Law dated February 26, 2026; and 2. If the City Council elects to proceed with adoption of a Resolution of Censure, conduct discussion and take any action deemed appropriate in open session. CITY COUNCIL COMMENTS
