3)\nCONSIDERATION OF AN AGREEMENT WITH MICHAEL BAKER INTERNATIONAL FOR\nLOCAL HAZARD MITIGATION PLAN PREPARATION SERVICES AND ASSOCIATED\nBUDGET AMENDMENT\nIt is recommended that the City Council take the following actions:\nAward the contract for Request for Proposals No. 2026-004 for Local Hazard Mitigation\nPlan preparation services to Michael Baker International, Inc.;\n1.\nAuthorize the Acting City Manager to execute an agreement with Michael Baker\nInternational, Inc. in an amount not to exceed $185,000, for the preparation of a Local\nHazard Mitigation Plan and related services, in such final form as approved by the City\nAttorney;\n2.\nAuthorize the Acting City Manager to negotiate and execute any amendments; and\n3.\nAdopt the following Resolution:\n4.\nRESOLUTION NO. 2026-27 – A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT\nFOR THE FISCAL YEAR COMMENCING JULY 1, 2025 AND ENDING JUNE 30,\n2026 (LOCAL HAZARD MITIGATION GRANT)

5)\nCONSIDERATION OF AGREEMENT FOR BUS SHELTER MAINTENANCE SERVICES\nIt is recommended that the City Council take the following actions:\nFind that the City's bidding requirements and procedures are inefficient and not in the best\ninterest of the City for the procurement of bus shelter maintenance services in accordance\nwith Section 2-335(10) of the West Covina Municipal Code;\n1.\nAuthorize the Acting City Manager to negotiate and execute an agreement with Valley\nLight Center for Social Advancement for bus shelter maintenance services, for an initial\nterm of three (3) years, with two (2) optional one (1) year extensions, in an amount\nnot-to-exceed $1,118,630.00, in a form approved by the City Attorney;\n2.\nAuthorize the City Manager to negotiate and execute any amendments to the agreement;\nand\n3.\nAuthorize the City Manager to exercise the extension options.\n4.\nCOMMUNITY DEVELOPMENT

6)\nCONSIDERATION OF CONSTRUCTION SERVICES AGREEMENT FOR FY 24-25\nRESIDENTIAL STREET REHABILITATION PROJECT - PROJECT NO. 25001 AND\nASSOCIATED BUDGET AMENDMENT\nIt is recommended that the City Council take the following actions:\n1. Award the Construction Services Agreement for the FY 24-25 Residential Street\nRehabilitation Project (Project No. 25001) to Onyx Paving Company, Inc. as the lowest\nresponsible bidder;\n2. Authorize the Acting City Manager to execute the Construction Services Agreement\nwith Onyx Paving Company, Inc. for $4,646,000.00, in such final form as approved by the\nCity Attorney;\n3. Authorize the Acting City Manager to negotiate and execute any amendments up to\n10% of the awarded agreement amount;\n4. Find that the project is categorically exempt from the California Environmental Quality\nAct (CEQA) pursuant to CEQA Guidelines Section 15302 (Replacement or\nReconstruction); and\n5. 7)\nPUBLIC HEARING REGARDING THE PROGRAM YEAR (PY) 2026 COMMUNITY\nDEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN\nIt is recommended that the City Council:\nConduct a public hearing regarding the PY 2026 CDBG Action Plan; and\n1.\nDirect staff to develop a draft PY 2026 CDBG Action Plan, based on the needs and\npriorities approved for the PY 2025-2029 Consolidated Plan.\n2.
