(44) 25-1004 PERSONNEL AND HIRING COMMITTEE REPORT relative to amending the Los Angeles Administrative Code (LAAC) to explicitly prohibit city officials and employees (civilian and sworn) from engaging in civil immigration enforcement as part of any compensated outside employment, activity, or enterprise. Recommendation for Council action: 1. APPROVE the ORDINANCE dated March 4, 2026 adding Article 13 to Chapter 7 of Division 4 of the LAAC to explicitly prohibit city officials and employees (civilian and sworn) from engaging in civil immigration enforcement as part of any compensated outside employment, activity, or enterprise. 2. REQUEST the City Attorney to prepare and present an amended Ordinance substantially similar to the Ordinance referred to above in Recommendation No. 1 and to include an Urgency Clause. Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
